Regional Planning, Monitoring and Evaluation Specialist

Location: Based in Siem Reap, Cambodia or Chiang Mai, Thailand (Based on suitability)

Our team needs your support in strengthening planning, monitoring and evaluation systems across assigned country programmes and partnerships in Cambodia, Lao PDR, Myanmar, and Thailand. Reporting to the Head Regional Planning, Monitoring, and Evaluation, you will provide technical guidance and strategic support aligned with organisational standards. This role enhances data quality, evidence-based decision-making, and programme effectiveness, enabling country teams to monitor progress, achieve strategic objectives, and continuously improve programme outcomes through supporting the design and implementation of M&E standards in line with organisational processes, as well as periodic programme reviews and planning M&E standard strengthening actions.
Your duties and responsibilities include but are not limited to:
Strengthening M&E Designs and Standardisation
- Engage and provide strategic inputs in the development/review of organisational and country strategies
- Ensure advocacy and application of Theory of Change and implementation of master / core indicator measurement approach
- Contribute to the development and review of PME SoPs such as minimum standards for quality and accountability
- Ensure PME practices are standardised regionally, identifying and leveraging synergies across different projects and programmes
M&E Data Quality Assurance and Capacity Building
- Collaborate with and support the programme teams to develop project and programme concept notes and proposals
- Functionally support country PME Focal as technical programme and project PME
- Lead country teams in the design and implementation of M&E Frameworks for allocated programmes and partnerships
- Monitor the development and deployment of M&E tools and lead internal data collection and analysis to measure and demonstrate programme results
- Support the development of progress and result reports for donors
- Capacity building to PME country coordinators and partners in general M&E concepts and organisational M&E standards
We are seeking a person who meets the following criteria:
Education and work experience
- Minimum bachelor’s degree in international relations, international development, statistics, or equivalent education
- At least 5 years work experience in Monitoring and Evaluation and/or reporting related functions in the non-profit sector
- Demonstrable experience in developing M&E plans, results measurement tools and M&E reports
- Experience in delivering staff training on M&E components, data management and data analysis
- Cross-country work experience (desirable)
- Experience in carrying out impact evaluation and research (desirable)
Hard skills
- Proficiency in data management, statistical knowledge and analytic software, such as MS excel, Tableau,MS Power BI, etc
Soft skills
- Strong cross-cultural verbal and written communication skills
- Strong analysis and critical thinking skills
- Great interpersonal and organisational skills including adoption of different organisational procedures and practices
- Ability to provide effective feedback and great attention to detail
Language skills
- Workplace English language skills and effective report writings.
